Over time, many double pane windows will loose their "seal", essentially resulting in condensation between the glass panes. The only way to repair the issue is to have the double pane glass to be removed and replaced
The image above is a failed window seal that has continued to the point of having vegetation growing between the panes. Glass seals can also fail at exterior doors that have double pane glass. The image below is a failed exterior door with at least 2 inches of standing water and vegetation growing between the panes of glass
The window below does not have vegetation inside, however the lower area between the glass is rusting. This rust is a certain clue that the window seal is failed
